ARRA – The American Recovery and Reinventment Act (ARRA) of 2009
- Signed into law February 17, 2009
- Created an incentive program through Medicare for hospitals to adopt technology for electronic medical records (EMR)
- Empowered the Office of the National Coordinator to establish a list of meaningful-use guidelines for hospitals to achieve over the next five years (HIMSS, 2009)

2011
- Enter in 10 percent of all orders through CPOE
- Implement drug-drug, drug-allergy, and drug-formulary checks for drug interactions
- Maintain an up-to-date problem list of current diagnosis based on the International Classification of Diseases, Ninth Revision (ICD-9)
- Capability to exchange clinical information electronically among other health care providers

- Enter in all order types through CPOE
- Record clinical documentations in the EMR
- Utilize clinical decision support at the point-of-care
- Conduct closed-loop medication management, including

- Achieve medical-device interoperability
- Implement clinical dashboards that improve the quality of care

HIMSS Analytics EMR Adoption Model
Scores hospitals using an 8 step scale that charts the path to a fully paperless environment
- 50.9% at Stage 3
- 7.4% at Stage 4
- 3.8% at Stage 5
- 0.7% at Stage 7
The affect ARRA will have on hospitals adopting EMR
- 51 percent of hospitals are currently not using CPOE and will need to be by 2011
- 58.3 percent of hospitals will need to be at a Stage 5 to meet meaningful-use objective of 2013
- 2015 all hospitals will need to be at a Stage 7
- As of January 2010 there are 39 hospitals at Stage 7
- Hospitals have a lot of work to do if they are to meet all meaningful-use objectives of a certified EMR
